The Department of Motor Vehicles (DMV) provides many critical services to the citizens of California. The Driving Under the Influence (DUI) program, one of DMV’s key services, involves the management of Driver’s License updates for participants based on their current DUI treatment status. These updates are received by several different entities and help ensure that the correct treatment status is applied to the Driver’s Licenses of participants in the DUI program. Delegata partnered with DMV to develop the DUI Provider Program Forms System (DUI System) which streamlines and automates the current manual processes for communication, enrollment, non-compliance, and completion of DUI Participants’ status updates.

The DUI System provides a web-based solution for managing and maintaining DUI treatment provider information, submitting DUI forms, and subsequent real-time updates. This system provides greater efficiency and time savings by removing the process steps DMV field offices incurred in the acceptance, update, and submission of DUI forms to DMV headquarters. This system is utilized by several organizations including:

• Department of Alcohol & Drug Programs (ADP) - to maintain treatment provider information.
• Treatment providers - to create enrollment, non-compliance and completion forms.
• DMV - to update the Driver’s License record based on the status in the treatment providers’ systems.

Delegata and DMV architechted the robust, web-based DUI System to include delegated security administration, forms management and delivery, workflow, real-time updates of legacy core systems, and management reporting. This system handles over 25,000 forms a month and provides ad-hoc query capability to enable quick retrieval of supporting documentation by DMV staff. The DUI System was the first to integrate and leverage the technologies of Tivoli Access Manager for e-Business (TAMe), Stellent Content Management System, Adobe Forms Server, and full integration with the legacy database for all Driver’s License information. Knowledge transfer for these technologies and processes were key components of the overall solution delivered by Delegata and DMV. The DUI System utilizes leading-edge product development methods and tools and establishes an architectural foundation for reusable components that can be leveraged on future DMV projects.
