State Controller’s Office and Delegata Receive GTC Best Solutions Award for the Agile Payment System

Sacramento, CA - May 15, 2007

Delegata, a premier strategic solutions firm, announced today that the 2007 Best Solutions Award at the Government Technology Conference (GTC) was awarded to the Agile Payment System (APS).  The California State Controller’s Office (SCO) partnered with Delegata to design, develop, and implement the APS solution which streamlines and automates the distribution of funds to local governments, agencies, and special district entities across California.  On a yearly basis SCO processes over 30,000 payments resulting in the distribution of over $40 billion to these entities.

Key features and benefits of the new APS solution include simplifying the process for adding new apportionment programs, reducing the lead time for program additions and changes, improving accuracy while reducing manual effort, automating exchange of fund information and accounting entries for apportionment payments, and interfacing directly with SCO’s fiscal system.

“We knew it was going to take a transformative energy to bring the apportionment support systems to a new level.  People, process and technology all needed to be aligned in order for APS to be successful,” stated Dave Dawson, SCO’s Chief Information Officer.  John Korach, the Project Sponsor said, “Among other functions, we wanted the new system to enable business staff to directly add new apportionment programs and modify calculations on demand without programming resources.”

SCO selected Delegata to manage, design, develop, and implement the APS solution, a custom web-based application, with the corresponding business processes and technical infrastructure.  Utilizing the Diamond methodology and a team-based commitment to finish the project on time and on budget, Delegata delivered an ‘interpretive’ solution that enables SCO to quickly and easily model their new and changing business processes.  The flexible solution interprets business models and enables business owners to define and enter business rules directly into the APS application.  Since business rules and processes are stored as data (not implemented in code), the solution does not require new programming to accommodate changes.

At the outset of the APS initiative, SCO leadership recognized that impacts on their organization and business processes would be just as significant as the changes to their technology environment.  “Delegata worked closely with SCO leadership to ensure that critical organizational and business impacts were identified and proactively addressed before the successful implementation of the APS solution,” stated Delegata CEO, Kais Menoufy.  “It is an honor to receive this award with the SCO team and we are grateful for the support and partnership established with SCO’s leadership during this initiative.”

In addition to managing and implementing APS utilizing proven methodologies from the Project Management Body of Knowledge (PMBOK) and the Rational Unified Process (RUP), Delegata employed its proprietary Organizational Change Management (OCM) and Business Process Reengineering (BPR) methods and tools from their best practices-based Diamond Methodology to help ensure the new processes and system were quickly and effectively adopted by SCO’s business users.

Benefits of the APS

• Provides individual payees the ability to receive multiple payments that are summarized on a single Remittance Advice;
• Enables efficient and rapid expansion of system files & data repositories due to flexible system design;
• Quickly and accurately calculates apportionment payments, produces claim payment files in appropriate formats, and creates claim schedules, reports, & journal entries; and
• Automates the exchange of fund information & accounting entries for apportionment payments via direct interface with SCO’s Fiscal System.

The 20th Annual GTC will be held in the Sacramento Convention Center in Sacramento, CA from May 14th - May 18th, 2007.  In order to qualify for the Best Solutions award, the solution must be a joint custom development between a government agency and a partnering firm.  The solution must have resulted in significant benefits - saved time, money, or headaches - and is worthy of recognition.  Delegata will be exhibiting in Booth 1307 from May 16th - May 18th, 2007.
