CSTAR, Developed by the Department of Justice and Delegata, Receives the 2006 Best of California Award for Best Application Serving the Public

Sacramento, CA - November 22, 2006

Delegata, a premier consulting and systems integration firm, today announced that the 2006 Best of California Award for Best Application Serving the Public was awarded to the Correspondence, Storage, Tracking and Response (CSTAR) system. The California Department of Justice (DOJ) partnered with Delegata to develop the CSTAR system which provides an efficient and accurate method for tracking and responding to inquiries from constituents, government officials, law enforcement agencies, and stakeholders.

More than 34 million people live in the State of California representing 12.5 percent of the entire United States’ population. Under the auspices of the state Attorney General’s office, DOJ establishes and operates projects and programs to protect Californians from fraudulent, unfair, and illegal activities that victimize consumers or threaten public safety. As part of its services to the general public, elected officials, law enforcement agencies, and other government entities, DOJ responds to inquires from these groups and helps to resolve their issues and answer their questions. To facilitate this service and make the process more efficient and effective, DOJ partnered with Delegata to develop the CSTAR system.

CSTAR was developed to automate the existing manual processes, provide workflow efficiency and real-time updates, improve communications, and generate on-demand and monthly management reports. CSTAR enables DOJ’s Public Inquiry Unit (PIU) to receive, analyze, track, and respond to all inquiries from the public and its other stakeholders in a timely and cost effective manner. The system interacts with DOJ’s website and enables constituents to electronically submit information to the PIU.

“With CSTAR, we can now handle ten times the volume of correspondence with no increase in staff,” stated Sheri Hofer, DOJ Chief of the Departmental Services Bureau. “We also realized significant cost savings by dramatically reducing paper storage needs of approximately 45,000 sheets per month. CSTAR has given us the ability to maintain publication inventories, receive scheduled reports, and provide external interfacing organizations with access to complaint information - all with the ease of a single web-based application.”

The CSTAR system utilized leading-edge solution development methods and tools and established an architectural foundation for reusable components that have been leveraged on subsequent DOJ projects. CSTAR integrated and leveraged the technologies of Java, J2EE, Struts, Oracle 9iAS, and iterative development lifecycle processes for future project endeavors. Knowledge transfer for these technologies and processes was a key component of the overall solution delivered by Delegata to the DOJ team.
