Leading Collaborative Change
The Customer Service Mission: Services are government's primary product.
Infinite demand chases finite supply. The service delivery mix changes
with new needs, laws and priorities. The gold standard remains service
that is friendly, respectful and responsive. This concurrent session identifies
the "opportunities" of a SWOT (strengths, weaknesses, opportunities
and threats) analysis. A service delivery matrix will be used to map current
services. Then participants will identify potential services or components
of services that can be done together rather than separately. The outcome
of this session will be a list of services or components that could be
done together from the leaders' perspective.
Implementing Collaborative Change

The leadership group will report on the activities of the morning and
what they discovered, including: (a) candidate services that are best
done across 2 or more entities; (b) services that are best done by a single
entity, and why; and, (c) cannot be categorized because of incomplete
knowledge.

The implementers group will report on the activities of the morning and
what they discovered, including: (a) candidate services that are best
done across 2 or more entities; (b) services that are best done by a single
entity, and why; and, (c) cannot be categorized because of incomplete
knowledge.

The Question of “How”: Better Together (Being Somebody's Tom
Sawyer)
Leading Collaborative Change
Working Together: What are the best practices for leading change? What
is the current status of collaborative leadership and "follwership"?
Is there support for collaboration at the level proposed and for its benefits?
What will make such change feasible? What are the issues and obstacles
to working together? This session will identify the strengths and weaknesses
of a SWOT analysis for the leadership and "followership" elements
of collaboration. It will also help participants identify the threats

change from a follower/implementer perspective? What is the current status
of collaborative leadership and "follwership"? Is there support

Group: Discussion on Common Framework
Each group's report will be discussed and points
of convergence and divergence will be discussed. A common plan and framework
for action on collaborative convergence will be discussed and developed.
A tentative list of potential collaboration targets, opportunities, and
issues will be developed. The group will provide feedback on the processes
and activities of the day.
day 3 - saturday. march 25th
9am - 9:30am | Review
Review of the opportunities, and obstacles,
issues and solutions to ensure they are correct and complete.
9:30am - 11:30am: Getting
Real - Building California's Action Plan Together
The group will prioritize opportunities; identify
opportunities on which participants are willing and able to work; and
finally, commit to the extent possible to specific actions to lead or
assist in collaboration.
