Steve Howe : Director of Domestic Operations

As Director of Domestic Operations, Steve Howe is responsible for Delegata’s operations in the U.S. as well as providing project management and advisory services to Delegata clients.  Part of Delegata’s Executive team since 2006, Steve brings 35 years of public sector experience as an Information Technology Manager and Executive. His government IT tenure included 10 years with the Health and Human Services Data Center in various senior management director positions.  He brings special expertise in state contracts and financial management and analysis. Steve’s experiences range from managing the largest data transmission network in the Western United States to managing organizations responsible for developing and implementing statewide automation projects with annual operating budgets of hundreds of millions of dollars.

Prior to joining Delegata, Steve held various strategic roles in state government.  As the Director of the Systems Integration Division for the California Health and Human Services Agency Data Center, he provided leadership and direction for all the activities related to the most complex statewide system integration projects.  These projects include the Statewide Automated Welfare System, the Child Welfare Services/Case Management System, the Electronic Benefit Transfer System, the Statewide Fingerprint Imaging System, and the Case Management Information and Payroll Systems. The annual operating budgets for these projects were over $400 million. He also provided direction and leadership for the design, development, and implementation of a statewide automated welfare infrastructure representing over $1 billion of state information technology investments.

In addition to his considerable information technology experience, Steve has a comprehensive understanding of county, state and Federal government operations, policies, procedures and funding processes from his work with the Employment Development Department, Department of Social Services, and the Health and Human Services Agency Data Center.
